Underdogs is the second chapter of Act II and the sixth chapter overall of Dead Island's main story. This chapter takes place after you get back to the Church after turning on the water again. You taken on another long tour of Moresby, this time though the middle of it, to arrive at an entrance to the Sewers. It's during this chapter that you'll be introduced to more of Moresby, as well as the dark underneath of the city. You are taken to the Sewers which is where you'll be spending the next chapter wandering around it. You are also introduced to yet another Special Infected, the Floater.
