Towards the end of Mission 10 - Faith inside the Crown Residence, while fighting through the Shadow Zombies. In the room behind the room at the top of the stairs where the Hellfire Shotgun and shadow Butcher is location, there's a big pinboard on the wall. This is the snapshot target.
