In Dead Island, the mod is found in Moresby, in Mugambe's house during the side quest In Cold Blood. It's on a desk next to the fridge in the kitchen. In Dead Island: Riptide, it is given by Harlow Jordan for completing the second level of her Team Quest, Jury-rigging for Harlow Jordan.
