Pablo was a survivor and is the main plot point of the Lost & Found quest Missing: Pablo.
Background[]
Pablo was a member of the group of survivors in Ocean Avenue. When some of the more medically vulnerable survivors started running out of necessary medical supplies, Pablo offered to go into Venice Beach to get the supplies. He was able to gain Insulin needles for the diabetics and protein powder for those in Chemo Therapy, but was unfortunate when he arrived at Gang Green. When he arrived, he met Doc Marin who nearly shot him but let his guard down when Pablo showed he wasn't a threat. This was pointless in the end as Pablo set off a trap Martin made which ended up killing. Where then Pablo's corpse is carried back to Gang Green. This leads his fellow survivors to put a poster for him in the hotel leading to the events of Missing: Pablo.
