Cecil is a survivor found in the Makeshift Hospital in Henderson and featured in Dead Island: Riptide. He is the main doctor for the hospital and was the person who set it up. The heroes first meet Cecil upon entering the Makeshift Hospital. It has no power and Cecil wants the heroes to restore power to it, giving them the side quest The Darkness. After restoring power, Cecil then gives them the side quest Healthcare, asking the Heroes to find Morphine for the patients with more serious injuries. After this is completed, he has no further quests but continues to thank the heroes profusely for all their help.
Cecil is shown during the ending cinematic attempting to stop a swarm of zombies, led by a Thug, from battering down the door to the Makeshift Hospital. Ultimately, the zombies succeed, knocking the door off its hinges and pinning him underneath as they swarm into the building. While his death is not explicitly shown, it is unlikely he nor any of the other survivors could survive under the circumstances.

Cecil is a middle aged man with black hair and a full beard. He wearing a light green button up shirt, grey slacks held by a black belt and light grey shoes. He also has a silver watch on his left wrist. In the Definitive Edition, Cecil is visibly older, now with more wrinkles and greying hair.
